Loft insulation

Hi

I have a Victorian house which appears to have 4" insulation in the loft. The eaves are also insulated with the same as it's been floored at some stage by previous owner who intended but never got round, to using it as an office. Should I lift the floor and lay another 4"s down to make the standard 8" that new builds have or does the fact that it has 8" in total, albeit between the roof and the ceiling together, mean that I've still got the equivalent to 8"??
 
Well the rafter insulation (that's what you meant?) will keep the temp slightly higher than a normal loft, so should mean that heat is lost through the ceilings at a slower rate. Not by much though, I'm more concerned that there may now be insufficient ventilation through the eaves. (the bit where the roof meets the ceiling/floor)

You could put some rigid board down over the existing floor and put more chipboard on top, if you want an easy life yet still maintain your storage area.
