Loft Insulation

I am looking to increase the insulation in my loft over the next few months, and then board out for storage, however I have few questions that I cannot find answers too:

1) This loft is sort of insulated at present with that blow in paper fibre insulation, that gets everywhere (about 50mm deep). Can I leave this in place and lay new rockwool or similar or the top of this or do I have to remove it. Is it fire risk?

2) If I want a warm roof instead, so that whatever I store up there doesn't get damaged, I presume I simply use solid insulaion boards under the rafters (with a 50mm gap of course). Do I need a vapour barrier or should I use the board with integral foil backing?
