Loft insulation advice required

Hi I wish to insulate my loft floor and partially board it. At present it has a measly 50mm of insulation. The joists are 90mm deep and I plan to raise the joists to 180mm in the area I plan to board by fixing another 90mm deep beam ontop of the exiting joist.
My question is... Do I need an air gap between the top of the insulation and the loft boarding, ie 150mm deep insulation leaving an air gap of 30mm. Or can I install 200mm deep insulation in the loft and only compact it to 180mm in the are that is boarded?
