Insulating a loft

Hello all, I plan to add more insulation to my loft, there is already some insulation between the joist, which I wish to increase. Would it be OK to simply lay the new insulation at 90 degrees to the existing joists/insulation, or should I lay it on top of the existing insulation even though the joists are not deep enough.

If I lay it at 90 degrees, will it matter if the existing insulation isn't level with the top of the joists, which would mean a gap between the old and new insulation.

I don't plan to board the loft

Whoops never saw that, didn't get emails to tell me someone replied. Is there any difference to laying it on top of the existing, in the same direction or at 90 degrees to the existing.
