Loose Bicycle Bar-How to raise and tighten steering Bar

hi all
need help. Please see pictures below. steering bar is a bit loose so if i turn the bar very quickly, it comes out of sync with the front tyre.

can someone please direct me as to how to tighten the steering bar and also how to raise it is possible.

tighten that bolt head on the top of the stem. Looks like you will need a Torqs bit in a small socket spanner or T-bar.

If you loosen it, you can move the bars up, down and around.

Allen key is standard for steering head bolt, usually 6 or 8mm.
