Loose kitchen plinth

Hi. I have a loose small section of kitchen plinth. It looks like the fitter forgot to add the other part of a 'clip'? I know plinths are usually fixed in legs. Any idea what's missing here?

Those are angle plates, not clips, so you'd need to screw through from behind..

Probably easier to put a blob of silicone on each then press the piece of plinth in place.
 
Looks like it’s just wedged in place with brackets to stop it in correct position .
