Low Flow/Pressure

Hello Board.
I have a pressurised hw/ch system with a mains that's shared with thine neighbour.

Over a year ago, we noticed lowered pressure in our water, the 2nd floor loft electric shower burned out. Investigation told me this was because the water flow was too low.
Water Co. came and tested our street inlet and it is inline with the area.
Our neighbours garden tap was tested and had the same result as the street inlet. Our garden tap was tested and also has the same reading.
The kitchen tap is 6ltrs/min, it should be 13ish. The other taps are about this flow rate, too.

Our gas guy came to service our WB boiler and said he would never have recommended it if the flow rate was so low.

The Mains Water seems to enter our house and branch off seperately to the kitchen tap and the rest of house. Does this mean there's a problem in two places?

So, we know there is a problem, somewhere!

I've spoken to three plumbers who have said it can't happen and something else is going on, but won't come and look at it. One guy came and didn't know what was going on but suggested we replace the stop cock with a ball valve, in the first instance.

Anyone have any input or way to check or steps to resolve or perhaps diagnose the problem?

Maybe old copper pipe to house? Ours is 15mm copper.
Few doors down from us had a new 25mm poly pipe run to house after a few ground leaks and both pressure and flow is amazing now
 
Thank you for the reply; sorry for my delay @Dereekoo. I'm at work and I can't quite remember. The flow rate outside, from our garden tap is 12-14ltrs/min. This is the same as the neighbour next door that shares our water feed and it's also the rating inside the neighbours house, from the kitchen tap. It's only when it comes inside our house that there's a problem.

Sounds as if you have a restriction on the feed into the house, if its not at the stopcock there may be a kink/depression on the line
somewhere, the problem is identifying where.

Pressure and flow, are two different things, but one, can affect the other. Pressure is measured when there is no demand/no flow. Flow is measured in litres per minute, coming out of the tap.

I would start by investigating how your piped water supply runs, where all the pipes are, their routes, and what controls what. Does your main stop tap, turn off all of the taps you are complaining about, including, or excluding the garden tap which is fine?
