Low to high pressure tap conversion

I had a heat pump fitted a couple of years ago and the plumbing was switched from vented to mains pressure. A bath tap (clearly quite old & traditional rubber washer type) already needed too much force to stop dripping so I ground the seat and changed the washer. 18 months later I am back to the same position. I am assuming that the tap is a low pressure one. Is it possible to get adapters/inserts (presumably ceramic) to convert the taps to high pressure? If so, how do these handle any differences between the cartridge shoulder and its base (which has to seat with the existing tap seat)? I'd obviously rather not buy new taps.
 
Tried fitting new washer?
Screw down valves are fine for high pressure.
