Lower Voltage

Hi,

Light bulbs in my house blow every week (even CFLs) and i think this is due to the voltage been a bit too high for the bulbs (247-255v)

I have contacted local electric board and they wont do anything so I was wondering if there is any way to transform the voltage down on the lighting circuit to about 220v?

If so what would you need to do it and how best to do it?

As I understand it, if the voltage really were rising to above 253V (230V + 10%), the DNO would be obliged to do something about it. How certain are you of the accuracy of your measurements that have indicated voltages >253V?
