Luke warm/cold radiators no pressure increase when boiler on

I have discovered that when the boiler cuts out after 30 seconds if i immediately turn the thermostat control on the boiler to off then back up to full power again the boiler will kick back in again and continue till all rads have reached required temperature. Could this be due to a faulty thermostat sensor ?????
