Can anyone help?

I have 1 radiator in the hallway which only gets luke warm whilst all the others in the house are hot!

I have taken the radiator off the wall and turned both valves which both open freely and the water comes out hot!

I have drained and cleaned out the rad that I removed and connected it back up and bled all the rads in the house but its still not getting hot. :cry:

Any ideas??
 
Looks like your radiators need balancing - gradually reduce the flow to the other rads until this one starts working.

But I have turned off all the other rads except this one and it still does not get hot?
