Maintained Emergency Lighting

We have a maintained luminaire outside the back door of our community building (circular wall mounted with built in battery and 28w CFL Lamp Knightsbridge TPR28). This is operated along with other external normal luminaires from a switch in the lobby. It has recently stopped working and I have changed the bulb but to no avail. The green charging LED is on.
Before I purchase a complete replacement fitting will a dead battery stop the control gear from working from the mains? I am wondering if we just need to have the battery pack changed or the whole fitting?

A failed battery won't prevent it working.

In any case, it's time for a whole new LED fitting as CFLs are obsolete.

Thanks, As I suspected. Looks like the control gear has had it. Yes I am looking at LED ones whilst awaiting a reply to my post.
