Major blu tac grease problem

My son covered his walls in blu tac which has left grease marks everywhere. The walls now look like they have acne. They already have lining paper on (painted) - what's the solution? Will new lining paper be required? Will that solve the issue or will the grease even come through that? Would be very grateful for advice, thank you!!

are you sure it is grease and not remains of blu-tak?

where did the grease come from?

Is your son old enough to pay for the damage?
