Help Needed

Hi

Hoping to find some help to a problem i have

I had a room decorated last year- papered and then painted

Since then, the paper at the join has burst on one wall (attached pictures) and there are grease like marks appearing throughout the room (especially at ground level)

I’ve already had the room inspected for damp and been told the walls have no moisture issues and are dry

Any advice on how to fix and prevent a re-occurrence would be appreciated

I don't quite understand what is going on.

In your photos it looks like someone has run silicone or caulk along the join in the paper. Why would that be the case?

Even if you don't have rising damp, you may have condensation problems.
