I'm looking to make my cellar habitable. to my knowledge it has always been dry down there. Do I need to tank it out or could I just stud it out with King span in between studs with an air gap to existing wall then plaster board the studs?
When you say habitable do you mean "complying with Building Regulations for a habitable room such as a bedroom, kitchen or bathroom" or just "suitable for storing stuff"?
If the former then you have some fairly arduous conditions to meet including means of escape from fire.
