The mortar is crumbling, need to re-bed both manholes, one is metal the other plastic.

This has also resulted in rats going into the drains, up the soil vent pipe and into the loft!

What is the recommended mortar mix ratio?

Yep

Screed sand (AKA grit sand, sharp sand, concrete sand) and cement. 4:1. Add a wee bit of building sand to soften it up and make it workable.
