Manufacturers cooker repair is not repaired?

Landlady called **** on a fixed price repair because the grill fan was running 24/7.

Tech came and openned the cooker and found a ( dead ) mouse inside!
He then refused to complete the repair on the grounds of Health and Safety in relation to the dead mouse!

Landlady had paid about £130 as a fixed price repair and is not very happy!

Of course I went and sorted it out for her!

Do you think the makers should have refused to complete the repair?

Should they return the £130 seeing they did not complete the repair?
 
Was the mouse inside the rear of the cooker? If so how would the home owner know it was there.

No work was completed to fix the repair so I say the money should be refunded.

The mouse was sandy colour and had got in between the hob and the top of the grill.

The mouse had put its nose against the terminals to the O/H stat and the tech blamed the mouse for the fault.

The actual fault was that the O/H stat was intermittently CC although whilst the mouse had put its nose beside it I cannot see any direct connection between the mouse and the fault.

Nor do I see any reason not to complete the repair. The landlady had offered to remove the mouse so the tech could come back to complete the repair. He refused!

Now I know that I will boldly go and repair anything, but I dont see any good reason for him NOT to complete the repair.

In fact he was blaming her for letting a property with a mouse in the cooker. She replied that it was not her mouse and she did not know that it was in the cooker! He sounded like Namsag!
