Marine Ply shower enclosure

I am having real problems getting Building Control to sign of the completion certificate for my house due to the specification of my shower enclosure.

The shower is lined with 12mm marine plywood with 3 coats of yacht varnish to all surfaces with another two coats applied when installed, the joints were then sealed with clear silicon sealant. The shower has been in place for over two years now and there is no sign of leakage or water ingress into the ply.

Despite all of this building control are refusing to accept it without a test certificate. I have been able to get any kind of test certificate however I did managed to get a letter from the varnish manufacturer stating that there varnish would provide a waterprooof and impervious coating. Again building control have refused to accept this.

Does anyone have any advice or better still any knowledge of a test certificate for a similar construction.
