Mars.

There isn't much of the stuff on Mars, but I stand to be corrected.

The Moon however, has quite a bit of the stuff.
I think it's because the lack of atmosphere means the he3 from the solar wind can accumulate more effectively than on an object with an atmosphere.

Mars probably wouldn't be useful for he3 AFAIK. I don't know what product we could get cheaper from Mars than earth or the moon, but if you crack Lunar colonies then Mars is just engineering and economics.
