Masonry Wall Painting

Hi Expert DIY,

In the process to freshen up our building and some part, the paint has flaked as per picture. (had a gentle jet wash on the wall and hand brush with fairy liquid to remove the greenery / black on the wall - hence breaking what was close to be broken I guess)

Can I just sand it and paint over? or do I need to apply filler first? and then sand the filler before to paint?

One of the breathable exterior paints. Don't want to trap the moisture.

If needed
Toupret rock solid repair filler. Will sand back a bit if your filling ain't good.

Filler, I am aiming for that one

saw that one before, but required mixing. so thought the above one would be easier?

I used the masonry powder but not the tube filler.
Takes 30 seconds to mix something. Whatever you fancy I guess
