In the process to freshen up our building and some part, the paint has flaked as per picture. (had a gentle jet wash on the wall and hand brush with fairy liquid to remove the greenery / black on the wall - hence breaking what was close to be broken I guess)
Can I just sand it and paint over? or do I need to apply filler first? and then sand the filler before to paint?
