Matt Emulsion over Silk = flaking paint. How to remedy?

hi. So it appears that I have made a school boy error by painting Dulux Matt Emulsion over some old existing Silk Emulsion paint and now it appears to be flaking with an 'alligator skin' look. Looking at threads on here it appears I should have prepped and sanded before hand but I didn't.

What is the best way to remedy this or prep my walls to repaint? Would sanding the Matt Emulsion be enough or do I need to take it back a layer further (hopefully not).

Any advice greatly welcome.

Sand to remove any flaking paint and to provide a key.

Apply two coats of Zinsser Gardz. Allow to dry.

Apply matt emulsion.
 
thanks for the reply. I've not heard of it before but will give Zinsser Gardz a go.
