matt emulsion to cover satinwood

I need to emulsion over oil-based satinwood. The satinwood has been applied to the walls.

Can I use Zinsser BIN Primer Shellac Base Primer Sealer to cover the satinwood, then emulsion over that?

You can but it will cost you an arm & leg..
It'd be cheaper to use oil-based undercoat after a light sand to 'key'
