Surely you could use either above a desk? Each would work just as well, and it would be a case of which you preferred the appearance/price of.

Yes, I've seen that swanky one advertised. Bit OTT for a house, so I'm going with the dado as it's a bit more 'curvy', looks nicer than the skirting one and I think easier to keep clean!

It really depends on the particular computers. According to the IET article linked below 3.5ma is the absoloutely maximum that stuff is supposed to leak to be considered ok to connect via a normal plug and socket but the maximum for "Portable, handheld, movable, etc. equipment" is only 0.75ma. A PC with failing caps in the PSU could easilly end up much leakier than that though.
