My builder put plywood shelves in my built in cabinet, with a strip of MDF across the front for support. The shelves, 4 ft.long, sagged with no weight on them. He cut them to 2 ft.wide, ruining the look I wanted. Is MDF too weak to support, or shelves should be wood?

depend on thickness, sounds like your timber/ mdf is too thin

mdf is renowned for sagging
4 foot is rather a large gap to go unsuported has he secured the back edge of the shelf allong its length!!!!!!!!!!
should deffinately be fronted with 2 by 1"planed rather than mdf
if it needs minimal support you rebate the the 3/4"section of your timber to take your depth of ply[thin shelve front]
or for more support you have it the other way round with 1 3/4"showing
if you ply is 12.7mm[1/2"]just do your rebate 12.7 by 12.7mm and you can fit the wood on either way round
