Is there any way of drawing boxes round icons on the desktop?

If you right click/properties/change icon you can set any picture you like; so I suppose you could edit it in an image editor, then use that.

edit: My mistake, it has to be an icon file.

When you say drawing boxes around the icons do you mean putting little background boxes behind them, so they stand out against a certain background for instance? If so then a Tweaking Program(Tweakui or similar) may help to make the backgrounds non transparent.
