Measuring PD loft conversion volume

I want to convert my loft which will include an element of flat roof. What I'd like to know is, do I measure to the would be ceiling height of the proposed room or to the external height of the would be roof? There is a difference of 250mm between them and external height would take me over the 50cubic meters.

As pointed out, measurements are external when calculating the volume of the dormer itself. But you're not by chance including the volume of the part of the room within the original roof space are you? 50 c.m is quite big for a flat-roof dormer.
