What was meant is that just because you have 3 bar static it is the dynamic that is important. OP has got it by the description given. Of course as well it does not fill and can only become empty if the drain cock is used as there is no head to push the water so once the mains is off all outlets will cease to flow unlike a gravity system that will continue to run whilst the head is delivering .
Was just trying to indicate that if the water coming in is stopped then you will not get much out as there is nothing pushing it through much like the pipe analogy
