Generally yes.

But I don't know how you tested the stat or even if you did that correctly.

I placed the multimeter leads on both terminals of the stat.
The multimeter was set to 200 ohm setting.
There was no reading on the meter even when moving the temperature switch on the front of the stat (calling for heat and then off again).

I hope this was the correct way!!!

All that determined is that there is an open circuit somewhere.

That could either be within the stat or in the element. Or that the o/h stat has tripped.

The stat was out of situ when tested (got it in front of me right now) and I did put the screwdriver into the safety slot just to ensure that the stat had not tripped.

Have I done it wrong?
 
You need to test it from the neutral in to the neutral element connection on the back and from the live in connection to the live output for the element at the back.
