Metal Blanking Plate

A friend of mine just had a new kitchen fitted. for some reason there is a termination in the wall that is inside a metal back box (I think the terminantion is some sort of bodge conservertory feed done a few years back.
The cover that it he is using a nice stainless steel effect blanking plate.
I asked him if this was earthed and he said it had no earth point on the plate.

Does this have to be earthed or does it rely on the back box being earthed and the screws making the contact between the back box and cover.

If so what if the back box was plastic?

I'd be very surprised if the blank plate didn't have a little earth terminal on it, depends on the brand, having said that if the metal backbox was earthed i shouldn't see much of a problem.

If the metal face plate has no earth terminal and the a plastic back box is being used, a few options.
Change the face plate to one that does have earth terminal.
Change the face plate to a plastic one
Change the back box to metal one.
or enclose terminal block inside box with a chocbox cover.
