Hi,

What is process to register new meter ofgem approve to supplier, if fitted to new building on dead supply ?

Ofgem approve? What is that?

For a new building you apply to the DNO for a supply and sign a supply contract. The DNO provides the supply and the meter.

You are responsible for the provision of the consumer unit/ distribution board and all wiring after that.
 
Nope, doesn't work like that. The only people who can provide you with a meter is the MOP who work on behalf of the electricity supplier (not the DNO).

To get a meter you will need to contact the electricity supplier of your choice, and the will arrange for the meter to be installed for you.

those meters are intended for landlords wishing to sub-meter electricity to tenants, etc.

For a new connection to the public supply you will need to do as others have said to get a connection and meter.
