ofgem is the meter approve by the dno, i know i am responsible for wiring after that, but this is a new build flat, coming off three phase, so as supply is dead and no meter fitted, i thought it would be quicker to purchase one from here http://universalmeterservices.co.uk/store/index.php?main_page=index&cPath=3 and install and then register with dno, stating seial number and 0 meter reading ?
Nope, doesn't work like that. The only people who can provide you with a meter is the MOP who work on behalf of the electricity supplier (not the DNO).
To get a meter you will need to contact the electricity supplier of your choice, and the will arrange for the meter to be installed for you.
