Metre Tails

With regards to metre tails, who has the authority to extend them? I understand you can't extend them 3 metre's from the incoming supply but can't remember who can extend them.

The DNO could grant permission for them to be extended further, but it's unlikely they would. If you need longer than 3 metres then this is probably best achieved with a switchfuse feeding a suitably sized length of SWA or split-con to the consumer unit.
 
no it would be a metre at the most, and it wouldn't be more than three. So who would do it? There's no isolator switch but are the tails between the CU and the metre mine or DNO?

They are yours, and this work would usually be carried out by an electrician. However, a visit by the DNO may be required to remove the service fuse and re-seal after the work has been carried out. Some electricians may be happy to pull the fuse themselves, and although they probably shouldn't, I've never heard of anyone getting bitten in the ar*e later for having done so. If the meter is sealed and there are no user-accessible terminals to install longer tails, then it may be better to extend using henley blocks.

Jacobssi, topics like these are far harder to follow than they would be if you stuck to the rule that "metre" is a measurement of length and "meter" is a device which records electricity consumption....

Unless you are from the United States, where they think metres are meters.
