Mice climbing plastic pipes

My neighbour installed a new gutter drain into a garden sinkhole, since then have had slugs and mice up at the gutter level which is adjacent the roof edge of an attic space (unboarded).
What can I do to stop the pests getting in, short of boarding the attic ?
Is there something I can put on the outside of the pipe ?

Yup, make a downwards facing cone collar, like a rat guard on a ships mooring cables or a flue weathering collar. Just needs to be wide enough. Copper tape below for the slugs

Out of what can I make a cone collar, it's for a gutter downpipe ???
 
Buy an 82mm weathering collar and cut it to size then glue it on if it's large enough

Otherwise, get a sheet of thick polythene and cut a collar out and glue/tape it on
 
Are you sure they climbig up the outside of the downpipe?
I'd put a rain water collecting diveter device in the down pipe or a crud stoppimg grid in the gutter outlet first to see if that stops the problem. But I will agree with the copper tape to stop slugs but I'd do it both inside an doutside the downpipe.
 
Done !
In the end went for a simple design. 2mm pvc cut to fit around the pipe, did 2 discs and sandwiched them with some gripfix for stability.
