Mid position actuator wierdness

Hi,

I think my actuator is faulty - basically when the programmer is turned on but neither hot water or heating on the actuator moves to the heating position and the boiler fires up. Turn the programmer off and the actuator can be freely moved to HW and mid positions all ok. It returns back to HW by default.

I can't get it to move to just HW when powered no matter what combination is selected from the programmer.

I'm guessing I need a replacement, but is there anything else it could be? Heating had been working fine and no other changes.
