Minimum depth of brown waste pipe?

Hello, I just wanted some guidence. Neighbour has built a side return extention which is set back slightly from the boundary (so a 6-8 inch gap to the boundary). The properties are on slightly different levels. They have a toilet waste pipe that comes out from the front elevation and joins the main brown waste pipe under the ground. Howver they have a "dead end" section that slightly returns around the side of the extention (along the border).

1. Why is this dead end section needed?

2. Because of the level differance, it is very near the surface, maybe less than 10cm below? It seems to be in quite a vulnerable position. Should there be a minimum depth?
 
Suspect 'dead end section' may be fitted with a rodding eye for cleaning purposes. No minimum depth, but shallow pipework ideally needs some sort of protection, (i.e. concrete) to prevent any accidental damage.
 
I would suspect that if building control were involved they might have something to say about that. I don't think there is really a minimum depth but if a sewer pipe is less than 600mm beneath a soft surface - garden etc - it must have a preformed concrete slab set into the ground at a depth of 100mm above it for protection. So gives you an idea.
