Missing SFCU

Hi, went today to inspect a semi. The oven is built in so no accesses to the back and there is no control unit.
The fridge the same, built in no SFCU or access to the back.

What code would you put for it?

I'd put it as a 2, and probably get told by the QS to change it to a 4
