mixed up system ?

can anyone help with this

we are renting a house which is constantly cold !

need to balance the system but

some rads have the trv on the flow and others on the return - we have been told the trv are dual flow

some rads are boiling and others luke warm

have a look at the TRV is there an arrow on the body, look on the back and the front, if there is then they are not bi-directional, may just be the system needs balancing.

every trv is a different design

cant see an arrow as such

on a couple there is a triangle round where the numbers are...along with a couple of other symbols...is that the arrow I am looking for ?
