Balancing Rads with TRVs

Hi All
Does anyone have information on the need to balance rads fitted with TRV's - no information to hand under searches so far.
It seems to me with the advent of high efficiency boilers, slimline rads and trv's that perhaps the need to restrict the flows on the return side is not as important as it was with the older systems - or am I on the wrong track again?

Not on the wrong track, but you still need to start off with a balanced system before adjusting your TRV's down from Max.
