mixer shower only hot when central heating is on.

Hello,
I have a mixer shower in an ensuite in an attic bedroom. This has only been installed for a year and will only give off hot water when the central heating is on. The combi boiler is on the upstairs floor powering up to the attic. Do I need a shower pump or is it something else. Driving us all mad!
