Mondeo 1.8 2000 accelerationproblem

Hi, Having trouble with acceleration especially from stand still.
Looked under bonnet and have found a detatched earth cable about a foot long. It is attached just behind dashboard in engine compartment but free hanging and has got damaged sleeving exposing internal copper wires. Any idea what this cable is supposed to be earthing would be good and could this be causing my problem?
Other thought I have is changing throttle cable, if worn could this cause my problem?

I can't see that a new throttle cable would make any difference.....maybe a glance under the bonnet of another Mondy would help you identify which wire it is....sounds a bit dodgy though!
Lack of performance could be anything from blocked air filters to exhaust cat problems - if there's no engine management lamp on, I'd be inclined to give the car a thorough service.
