Mondeo - 2 problems - ones a weird one!

Hi all, my first time posting here so hello to all, hope someone can help me.

I'm not expecting a full diagnosis here, just some pointer(s) as to where I should look. I'd say I have fairly basic mechanical ability when it comes to cars...but i'm learning fast!

Right - the problems:

FYI Its a Ford Mondeo Saloon, P reg, 4x4 2.0Si. Just gone through the MOT fine except for the wishbone on front driver side. The drive belt is maybe starting to look a little old, but by no means on its last legs (from what I and a mechanic have seen). Other than those things (and the wishbone is obviously sorted) it sailed through. The whole exhaust is about a year old as are the brakes.

Main Problem:

There is a whining/whistling noise present when driving, cant hear it when its just idling, and it goes up and down with the revs. Usually happens in the lower end of the power band for each gear. Higher revs and it seems to dissapear.
The weird bit is its most prominent in cold and damp weather. In very hot/dry weather I dont hear it at all. Equally when the engine has warmed up it seems to more or less dissapear.

Any clues or pointers folks??

Secondary problem:

Minor thing this - in heavy rain water gets into the heating/air blower system and if I have the fan off...it pours into the passenger footwell. Cant for the life of me find where its getting in - any clues as to a place to focus my attention would be much appreciated.

(and yes I realise what the obvious answers to this one could be! I'm hoping someones found this before... :D )

I have this problem with my Escort Van in or after damp weather, I think it is dampness on the alternator belt as it goes away once the engine has warmed up.

My Dad has just had a similar problem with his Focus, turned out to be a known problem with the cover on the pollen filter, a modified replacement cover from Ford has solved it.
 
Change the drive belt now before you have to, you may find your noise goes away.

Check the drainage channels are not blocked with leaves etc.
