Peugeot 206 1.4 petrol , not revving when warm

Hi all, I'm new to this DIY not and need some advice.
I have a peugeot 206 1.4 8v petrol (2003)
My problem is that when at temp and slowly up to that point, the engine will not rev past 2k rpm, so it gets to 70 degrees and will rev to 3.5k as it gets to operating temp it slowly stops at 2k .
I have had a mechanic check the cat , exhaust for blockage - fine, he said it could be map sensor which was changed. I am at a standstill with this problem now a was hoping for some pointers on what the problem could be ...

i would change the fuel filter first as its cheap but i dont personally think it would be that
It sounds more like a throttle body problem, check in the engine bay first when you operate the throttle through its full travel does the mechanism appear to be moving correctly?
Its quite easy to find you will see the cable attached to it and should see it moving when someone presses the throttle
