Israel had a leaked copy of Hamas' battle plan for the 7th October attack, but ignored it because they simply didn't believe Hamas could do it. Then a few weeks before, Hamas were seen practising the attack, but still it was all ignored.

The IDF use a range of ages, between that range they are classed as fighters. I assume Hamas has a similar system whereby anyone without a beard is counted as a woman or child.
