Mortar Gaps in loft?! Can I fill them?

Hi guys,

As you can see from the pictures and the subject. I have many gaps in what seems to be the breeze block section of my house. Frustratingly enough I had cavity wall insulation done not long ago and some of it came out in between the gaps. (not a huge amount to be fair but some) Do you think it would do no harm if i fit and wedge some loft insulation in the larger gaps and re point the breeze blocks so it's nice and tidy? Only asking as just worried if the gaps were there for a reason or some builder being lazy.
