Mortar plinth on brick wall. Is it the DPC level?

Hi all can you advise me if the 'skirting' at the bottom of my wall is my DPC level. from what i understand i should be below this in order to lay some patio.

Hi all can you advise me if the 'skirting' at the bottom of my wall is my DPC level. from what i understand i should be below this (120mm skirt) in order to lay some patio.
