If the CV boot has deteriorated to such an extent that it can't prevent the ingress of dirt, then it's a fail.

Yes I understand that, I also understand there is an inner and outer boot? Does that code relate to just the outer boot ?

Just the outer one mate......usually visible as the grease sprays out into the wing underside.
