Motorised Valve - is it faulty?

When I turn my Hotwater On the Central heating also goes On. I have been told it is my diverter valve that is faulty. I have two 2 port motorised valve. When I move the small lever on the Central heating motorised valve it does not go back like it does for the HW motorised valve lever. Any quick advice will be much appreaciated.
