This has been going on in New York for YEARS as every time there is a budget crunch and they cannot keep taxing folks they harass them with a ticket blitz's.
Walking across a red light, no seat belt, speeding, talking on a cell phone, standing in a no standing zone and some times a commercial truck gets a ticket for no valid reason knowing we are not going to go to court and fight it and lose $1,000 a day to beat a $150 ticket.
The more of a depression or the more governments give undocumented (illegals) folks free medical, free food, free housing etc. The more money they have to raise.
It is simple math Put a police officer to investigate crimes Or place him / her on traffic detail where they can generate lots of money and worry about the crime rate later.
Take it from an expert of collecting tickets If the police can not generate enough revenue then the local city officials will have the fire departments (brigades) go around issuing fines for storage, no fire extinguishers present or inspected and if that doesn't work they resort to the trash collectors giving fines for non recyclable refuge being placed in the wrong container.
Even if you put the garbage out properly and some idiot (inconsiderate B##$$#) places a bottle or a news paper in your garbage you get the fine
If someone walks a dog on your property and you don't clean up after the mongrel you catch the fine
