Mould and plaster

hi,

I was pulling off old kitchen cupboards at the bottom, found mould behind units but when taking units off the wall started to pull away also, it’s like eggs peeling, does anyone know what this is? Is it safe?

If you look side on at layers you might find one is paper, but looking at pictures it could be layers of old paint.

Old paint had no vinyl in it so it a bit brittle. Can be applied thicker.

Drop a bit in water to see what happens
