Does anyone know the best way to remove mould from window frames and bathroom ceilings without damaging the paintwork?

kitchen cleaner with bleach. the bleach content kills the mould. Once dead it will clean away easily. You can also get various mildew cleaners which are about the same thing.

You also need to improve the ventilation to prevent the condensation and damp that has led to the mould/mildew or it will come back.

If a bathroom ceiling is mouldy it may not be adequately insulated in the loft (a cold ceiling will attract condensation).

See Wiki, Building, condensation.
